The higher body in system of enforcement authorities is the Cabinet of Ministers of Ukraine. According to the Law of Ukraine ¡°About the order of illumination of activity of bodies of the government and institutions of local government in Ukraine by mass media¡± illumination of activity of the Cabinet of Ministers of Ukraine, the central and local enforcement authorities is regulated by the following.

¨ú Sessions of the Cabinet of Ministers of Ukraine, on which are considered a question which belong to its constitutional powers;
¨ú Orders, applications, statements of the Cabinet of Ministers of Ukraine and the Prime Minister of Ukraine;
¨ú Meetings from wide range of social and economic and regional questions;
¨ú Visits of official governmental delegations of Ukraine abroad, their participation in the international forums, and also stay of official foreign governmental delegations in Ukraine;
¨ú Carrying out of nation-wide and international actions which organization is obliged to the Cabinet of Ministers of Ukraine.

Besides information services of bodies of the government and institutions of local government independently or with the help of the National broadcasting company of Ukraine and the National radio company of Ukraine carry out video and audio sessions of the Cabinet of Ministers of Ukraine. For such recordings the termless mode of preservation in the state archives is established. Recordings of close actions are carried out and saved according to requirements of the legislation of Ukraine.
The state audiovisual mass media during formation of program politics should provide in other programs all-round and objective informings to the population on principles of a state system, the basic directions of internal and foreign policy of Ukraine, activity of bodies of the government and institutions of local government, about the program of activity of the Cabinet of Ministers of Ukraine etc.
Activity of local bodies of the government and institutions of local government is covered in printed mass media of regional and local sphere of distribution on the conditions, determined in contracts between these bodies and editions of the specified printed mass media.
Bases of citizens access to the information on activity of institutions of local government fixed in the Law of Ukraine ¡°About local self-management in Ukraine¡±.
The Order of the Cabinet of Ukraine ¡°About the Order of the notification in a network¡± ¢à 3 from January, 4, 2002 establishes that notifications in the Internet of the information on activity of enforcement authorities is carried out with the purpose of increase of efficiency and a transparency of activity of these bodies by introduction and use of modern information technologies for granting information and other services for the public, maintenance of its influence on processes which occur in the state.
Notifications in the Internet of the information on activity of enforcement authorities is carried out by way:
¨ú Accommodations and periodic updating by the ministries, other central and local enforcement authorities of the information according to requirements of the specified Order of own websites;
¨ú Creations Uniform to a web-portal of the Cabinet of Ukraine, intended for integration a web-sites of enforcement authorities and accommodation of information resources according to citizen needs.
